About Neighborhood Construction & Restoration (NCR)
Neighborhood Construction & Restoration Inc. (NCR) was launched in 2022 and incorporated in 2023 to serve as a leading prime contractor dedicated to rebuilding neighborhoods and creating safer communities. NCR provides a full range of construction and environmental services — from new home building and property restoration to lead, mold, asbestos, and radon abatement. Our goal is to restore homes, strengthen property values, and ensure long-term safety for families.
NCR is part of The National Neighborhood Initiative (NNI), a nonprofit community development corporation that creates sustainable change across the United States. NNI works through an ecosystem of specialized agencies in healthcare, housing, food systems, security, and technology. By being directly connected to NNI, NCR links construction and environmental services to a much broader mission of community and economic development. This means every project we complete not only improves a home, but also contributes to healthier, stronger, and more resilient neighborhoods.
Divisions of NCR
The Handy Neighbor (launched 2023) — A program providing small-scale home improvement and restoration services. It employs both entry-level workers and experienced carpenters, offering hands-on training while solving real construction challenges.
Neighborhood Environmental Services (NES) (launched 2025) — A specialized unit focused on environmental safety, offering abatement, remediation, inspections, risk assessments, and clearance examinations for lead, mold, asbestos, and radon.
Certifications & Expertise
NCR is an EPA Certified Firm, led by professionals licensed as EPA Certified Renovators and Licensed Abatement Contractors and Risk Assessors. NCR is also registered with SAM.gov, with both a UEI and CAGE code, making us qualified for local, state, and federal contracting opportunities.

Our Leadership
President, CEO & Founder | Chief General Contractor
D’Andre Bowers
Raised by a carpenter and neighborhood handyman, Mr. Bowers has been involved in construction since childhood. With over a decade of experience in the construction and general industry, he has managed projects for government entities, overseen major insurance claims, and provided operational support for community-based initiatives. Mr. Bowers is an EPA Certified Renovator and holds licenses as a Licensed Environmental Abatement Contractor, Risk Assessor, Inspector, and Clearance Examiner.
Chief Engineering Officer (CEngO)
Michael Audia, MSAE
Mr. Audia holds a master’s degree in Aerospace Engineering and brings expertise in structural, electrical, and mechanical systems. He has managed large-scale projects ranging from defense contracting with private-sector firms to specialized environmental studies. In addition to his engineering background, Mr. Audia serves as an active-duty Lieutenant in the United States Marine Corps.

Michael Mikulski
With extensive experience spanning hundreds of homes and construction projects, Mr. Mikulski provides the logistical and strategic oversight necessary for projects of all sizes. He is known for integrating the latest construction technology and equipment into NCR operations, ensuring efficient and cutting-edge service delivery. Mr. Mikulski is a General Contractor and Government Construction Consultant.
Chief of Staff | Compliance Manager
Najee Pate
Mr. Pate brings more than a decade of business and staffing management experience, with a strong ability to lead construction teams effectively. A skilled organizer and natural communicator, he ensures NCR’s personnel and regulatory compliance documentation remains accurate and up to standard. His leadership supports both staff efficiency and project accountability.

Draye Luton
Community-driven and results-oriented, Mr. Luton brings more than a decade of experience in community leadership and development consulting. He manages NCR’s government relations, neighborhood partnerships, and expansion opportunities, ensuring every project advances both client needs and community sustainability.
Grant & Contracting Coordinator | Chief Financial Officer (CFO)
Tyler Wesolowski, BBA
With over 10 years of financial management and organizational leadership experience, Mr. Wesolowski oversees NCR’s budgeting, grants, and contracting opportunities. His background includes running a national nonprofit for more than six years, and his expertise ensures NCR’s financial strength and long-term sustainability. He holds an undergraduate degree in Business Administration.
